The update was supposed to be only 2GB.
As games get more complex in terms of graphics and installation, updates that accompany it are now a common occurrence to keep it bug-free and working without any hiccups. In the case for Call of Duty: Modern Warfare, players on the Xbox One just didn’t expect the update to come at a massive 66GB.
That update is even larger than most games, which typically max out at around 50GB. What’s weird is that the same update that rolled out to PS4 and PC users only came at 2GB. But Infinity Ward had an explanation:

The developers have explained that the huge update for Modern Warfare was due to a problem with how Microsoft delivers patches. While patches typically only contain the changes, a problem meant that Xbox One users would have to redownload all existing files to their consoles.
Infinity Ward did say that the update won’t increase the game’s file size by 66GB and users who managed to install the update reported getting a final 99GB file size on their consoles. The developers said that it is already working with Microsoft to rectify the issue so it won’t happen again on future updates.
While faster internet connections are now common, not everyone has access to faster download speeds. This means that installing a 66GB update would mean waiting for hours just to be able to play a game, which we imagine won’t bode well for some users.
